An EDS/SMVS/ZED action represents the lowest level of expenditure classification based on their affiliation with programs pursuant to Sections 12 and 13 of the Budgetary Rules. The basic unit of program subdivision is an action. In the program financing action code, the subtitle is identified by the first 8 characters.
