An EDS/SMVS/ZED action represents the lowest level of expenditure classification based on their affiliation with programs pursuant to Sections 12 and 13 of the Budgetary Rules. Each action is assigned a unique identification number (13 characters). Actions are administered in program financing systems, which determines the type of the EDS/SMVS/ZED action:
D – Grant action in the Grant Registration System (EDS)
V – Expenditure action in the Asset Management System for State-Owned Property (SMVS)
Z – Grant action in the Simplified Grant Registration System (ZED)al subsidy programs and actions.
